Vision / Plan

Since early Summer 2008, the NHS and the Niagara community have been intensely engaged in detailed planning for the future of hospital health care in Niagara. The following timeline outlines the various reports and plans, starting with the revised Hospital Improvement Plan Addendum which was approved by the LHIN Board of Trustees Dec. 16, 2008. December 16
The LHIN Board of Trustees approves the revised addendum Hospital Improvement Plan at its Board of Trustees meeting. The LHIN exercised its authority to direct NHS to make all changes as per the Plan, including those at the Fort Erie site, without NHS Board approval (as defined in its Bylaws through standing committee approval).

November 25
The NHS Board’s position on the Ft. Erie Standing Committee’s decision is provided to the LHIN for their board deliberations on November 25. At that meeting, LHIN Board members direct the NHS to amend the revised HIP to remove all references to inpatient and emergency department changes at Douglas Memorial Hospital Site. as well as any related cost savings, then resubmit the amended plan to the LHIN. The LHIN’s request for the NHS to resubmit the revised HIP was a technicality. This stems from the fact that the NHS Board can only implement a plan that it has the legal authority in its bylaws to implement. The amended Plan was submitted to the LHIN Board in early December.

November 18
NHS Board of Trustees approves a revised Hospital Improvement Plan, which builds on the draft HIP, developed in July. This Hospital Improvement Plan Addendum incorporates community feedback and recommendations gathered in August, September and early October. As well, visit the HIP Addendum page to see charts showing individual NHS Site Patient Services, now and in the future. As the Fort Erie Standing Committee of the Niagara Health System did not approve the revised HIP this past fall, the NHS Board therefore had to consider whether or not the Ft. Erie Standing Committee made a reasonable decision on the revised HIP based on specific legal criteria. The NHS Board determined that the FESC did not act unreasonably, however the Board did not agree with the standing committee’s decision.

October 28
Expert Advisor Dr. Jack Kitts and his team from Ottawa present their comprehensive review of the draft HIP from July, along with 35 recommendations, to the LHIN Board of Trustees. The LHIN Board instructs the NHS to incorporate the Kitts recommendations into a revised Plan. October 21
The Consultation Summary Report is presented to the NHS Board of Trustees. The report provides a summary of feedback / responses to online survey questions conducted as the Plan was being developed and again after the draft HIP was released. As well, the report provides key supportive and non-supportive themes, and a demographic profile of who responded, including municipality or region. July 15
A draft Hospital Improvement Plan is approved by the NHS Board of Trustees and presented to the community. Review the Executive Summary and full 311-page draft report (download the PDF – 2.2MB).

May 30
The LHIN directs the NHS to develop a Hospital Improvement Plan which will chart a course for hospital health care over the long term.
